The 23-year-old was at Paris Saint-Germain and played 48 games in all competitions for the Ligue 1 club last season.
He was sent out on loan to the LaLiga club and made a big impression with 16 goals in all competitions.
Tottenham may be looking for a player to fill the void if Christian Eriksen leaves in the summer.
